Road Accidents
As winter draws in the inevitable increase in road accidents will begin once again. The police and insurance companies are well aware of the winter effect on their accident statistics and some road experts are now calling for a change to the daylight savings rules to help make a dent in the current numbers of road accidents which occur. A private members bill tabled in November 2010 has called for a review of European time and how it would affect the UK. This would mean that there would be an extra hour of daylight in the evenings during winter. Both the Royal Society for the Prevention of Accidents and The RAC have contacted the Prime Minister to ask him to back the move onto European time. Known as the Lighter Later coalition, this group of organisations includes charities, environmentalists and tourist firms. The argument for changing to European time has also been backed by environmental groups who claim that lighting and heating resources will not be used to the same extent. While these organisations may have a vested interest in adopting longer daylight hours, particularly when it comes to longer trading hours and shopping times, the main focus appears to be on reducing the numbers of road accidents and deaths. The RoSPA has said that simply moving onto European Time would mean 80 fewer deaths from road accidents and 200 fewer serious injuries. The agency points out that the UK would still change the clocks during the spring and autumn, but that the extra hour would have moved from the morning to the evening. The net result would be darker mornings, but lighter evenings; taking into account the times when people are driving and walking home from work and school. Road safety organisation GEM Motoring Assist has also backed the campaign. They say that road users are being put at risk by being forced to drive in poor light conditions and on wintry roads. David Williams from GEM has commented that school children are particularly at risk in the winter months and that with councils now turning off and dimming road lighting to save money, the need for change is even more pronounced. While there will always be a debate surrounding the use of daylight saving, the current need to both save money, reduce lighting costs and environmental damage and reduce road accidents, might just sway the vote towards trying European time. |
