Five people who have been affected by the Legionnaires disease outbreak in Edinburgh have filed for compensation. Two people have died from the disease and 89 people have been confirmed as having the disease which appears to have come from the National Museum of Scotland among other buildings. The compensation claims will be made to the Edinburgh city council who are responsible for the museum. Investigations are still ongoing as to the exact cause of the outbreak, but an improvement notice has been issued to the museum related to training issues and the maintenance of colling towers. Other companies have also been issued with notices including a pharmaceutical company and a distillery. The lawyers acting on behalf of the victims, Irwin Mitchell have said that if negligence is proved there could be a case to be answered, however the investigation is still in its early stages. The Shadow Health Secretary has called for a public inquiry to learn lessons from the outbreak. One of the schools has even claimed that they must stop talking in lessons when the planes go overhead because they cannot be heard. The runway opened in 2001 and it has taken this long to come up with an acceptable compensation plan. The schools will get £1300, while the home owners will receive £1500. Other residents in the area have already received compensation two years ago. The Manchester Airports Group, the company which owns the airport, has stated that the legal argument was settled in 2010, but since then further information has come to light and a convincing case has been presented to them. This has led to the further offers of compensation. They hope that this draws a line under the compensation process. Craig Smith has now left the Royal Navy because the Service Personnel and Veteran Agency have not dealt with his claim. His hand was crushed while patrolling the waters off the coast of Somalia and now he cannot go to university to study to be a musician. He has been told he must wait nine months before they will look at his case, which means he cannot attend university this year. His had was trapped for one hour when he was painting a weapons lift cover. He suffered torn tendons and nerve damage and can no longer play his instruments. The scheme was due to be announced in May and now it seems that no announcement will be made before the Autumn. It has even been suggested that the delay means that the entire rail line will be put off indefinitely. The Department for Transport has said that the plans have been backed in parliament, but the cost is worrying many MPs and the fact that it passes through many Tory constituencies has caused some problems. It is also thought that the transport secretary Justine Greening and the Chancellor cannot agree on the level of compensation to be awarded. Opponents of the new rail link have said that their homes have already decreased in value by 40%.
